1. The “CulturaLearn” project: Bridging Culture over the Dniester
Theme of the project: ARTS AND CULTURE!
This is our most recent EVS work placement: we are just starting activities and the EVS volunteer will have the opportunity to be associated with the development of our activities from the start and strongly contribute to their orientation.
Context:

The educational sphere in the Republic of Moldova (including the Transnistrian region of Moldova) has yet to be adapted to the modern, innovating methods and international standards.
Unfortunately there is poor technical and financial support, informational isolation, an absence of professional trainers, university staff. The old Soviet system of education and training has to be changed. As a result there is a limited number of young and public leaders who are well educated and motivated - capable to influence the reintegration process in Moldova, to negotiate with their colleagues from Moldova and to influence the decision making process.
Taking into account the above and many more, ICCD in partnership with Local Youth Councils
? have set up the EURO HOUSE CULTURAL NETWORK, a program that gradually turned into a structure that works to facilitate youngster’s access to information, working to build new cultural, education and ethic dimensions to local youths.
Objectives:

Our objectives are to contribute to a a cultural revival of Moldova/Transnistria and to widen the cultural horizons of the local youth. All this shall happen in the framework of the Euro House Cultural Network.

Role and tasks of the volunteer:

We expect the EVS volunteer to bring its own creativity and work with the youth. The EVS will, among other activities:
·organize the implementation of the events in cultural field such as festivals, celebrations, exhibitions of arts, photographers, music, theatre, dances, movies etc..
·seek to promote cultural partnership or creation with local artists and promotion of Moldavian artists : singers, painters, visual artists, etc
·spur local crafts making by joint projects with local artists involving the youth
·encourage the participation of youngsters to projects aiming at sustaining, maintaining or restoring local patrimony
·promote voluntarism among the local community
·run a youth club on arts and culture
·mentor a young person by tutoring English class or help with homework or for leisure activities
·prepare booklets, brochures, leaflets, newsletters about culture


·promote European culture: vulgarization of the functioning of the EU and its youth programs through exhibitions, information stands in fairs, information in school
·organize youth exchange
·In the frame of collaboration with Youth Council: - organize activities for the Music’s Day; in cooperation with Youth Council: YC proposes collaboration for the animation of a cine-club, cooperation for the Days of Francophonie, festival of poetry …

ICCD develops its own cultural activities to which the volunteers will be integrated. ICCD has also initiated collaboration with the Youth Council to give to its activities a European dimension. The volunteers will be able to volunteer for preparation and issue of booklets, brochures, leaflets, newsletters about their country, projects and activities; organizing and implementation of non-formal educational activity such as seminars, training courses, contest and competitions, workshops on own country.
On top of that, ICCD needs support from the EVS volunteer on other ongoing initiatives, like the set-up of the National European Volunteer Center of Moldova.
Expected results

·The EVS volunteer will grow both personally as well as socially by acquiring and improving new skills and competences as well as boost their self? confidence.
·will increase tolerance towards different cultures by learning and accepting the cultural differences.
·will contribute to the community development by boosting the participation and active involvement of young people in their local communities.




·will encourage the participation of youngsters with fewer opportunities
·will widen and strengthen the partnership and co?operation relation in between all project promoters

ICCD is open for proposals from volunteers and stands ready to support their initiatives.
Location:

“CulturaLearn” will be implemented in Moldova in the following sites: Balti, Soroca, Orhei, Tiraspol, Kagul.
Practical arrangement:

Accommodation
During the first 2 weeks, all volunteers are to be accommodated in a recreation center in 2 rooms LaPopas (Dubossary region) with TV set and own bathroom.
After two weeks, all volunteers will be distributed in pairs to the 4 different communities. The volunteers will live either with host families or share a living location together. The living location will meet decent living standards (private room, free access to kitchen and bathroom, current cold water with the possibility of providing hot water at least one hour/day, functioning heating system, clean and secure location). ICCD in cooperation with each hosting community will make all efforts to find the best accommodation location for the volunteers. All accommodation and utility costs (water, gas, electricity) will be covered by ICCD.

Food
Buying and preparing the food is to be the sole responsibility of the volunteers. For preparing the food the volunteers will have free access to an equipped kitchen.
In the case of volunteers staying in host families a solution will be to serve meals with the family. The hosting organization will provide each volunteer with a monthly food allowance from which they shall cover the alimentation costs. The allowance is enough for insuring a very good living standard (being much higher than the amount and average citizen from the region spends for food). However the allowance will not be enough for ensuring every day eating in a restaurant or bistro or leading a luxurious life.
Transport
The local transportation costs of the volunteers necessary for the activities implementation will be covered 100% by the association from the project budget.
The international transport of the volunteer from his/her home to the site of the project shall be covered 100%
? two ways (Economy flight tickets and/or 2nd class train tickets).
Other personal transport of the volunteers (local, national or international) will be not in the responsibility of the association.
Language training
Due to the importance of communication with the people from the hosting communities (most of them cannot speak any foreign languages) will be of crucial importance for the volunteers to learn the Russian or Romanian language at a good speaking level.

The volunteers will have the responsibility to attend all language courses according to the schedule as well as to make every effort in studying and learning the language.
The Russian/Romanian language lessons shall be provided by experienced language tutor. The content and structure of the language courses will be projected together with the volunteers, taking into consideration their learning abilities and needs. The language courses will be provided free of charge for the first two weeks on a daily basis and for 2 hours/week in their own community for the entire duration of the EVS project; in the hosting communities private tuition language classes are delivered by a local school teacher to each team of volunteers.
Pocket money:
Each volunteer is entitled to receive a 80 Euro monthly allowance - pocket money, which they can spent as they want.

Recruitment

None but as the project focuses on art and culture, we expect the volunteers to have some interests in these domains and that they are willing to contribute to the projects. Motivation and involvement are required!!!

2.  Fostering Youth Entrepreneurship in Moldova

Theme of the project: EQUAL OPPORTUNITIES!

This is our most professionalizing EVS work placement at the end of which the EVS volunteer will be equipped with life and work skills easily recyclable on the work market.
Context:

Youth entrepreneurial skills (i.e= the way young people start up their own private business) is acknowledged as a substantial contribution to the economic development and growth of any country.
The rate of young people who are self-employed or employers is low in Moldova and Transnistrian region of Moldova. Even if they have a wish to start their own business, they presume that they do not own enough relevant information and even more often they think that they lack of good, original idea for being successful in business. The youth of Moldova has no idea how they can change and positively influence his/her present and future while at the same time contributing to the common welfare of society. They think that they do not have interesting and attractive business idea what kind of business it should be and what would make it successful or him/her as a successful businessmen.
The main aim of the program is to stimulate the entrepreneurship of youth from Moldova and the Transnistrian region of Moldova through stimulation of their creativity and activity in society life. “Entrepreneurship” is understood as attitude, skills and knowledge of young person allowing recognizing opportunities to create added value (social as well as economical) and actions targeted to use these opportunities in this project.
The target group of this programme are youth non-governmental organizations and their members in Moldova and Transnistria.
Objectives:

Fostering citizens’ entrepreneurship from their young days is very important in the Moldova and Transnistrian region of Moldova which is one of the poorest countries in Europe.
How does ICCD plan to do this? By adapting and applying a special methodology developed at the European level to stimulate youth entrepreneurship and creativity.
This methodology implies giving attention to the education of entrepreneurial skills of young person in Moldova, developing a network of organizations dealing with the issues of fostering youth entrepreneurship in Moldova, developing the active and balanced personality of young people with mentoring, guidance, more information on what entrepreneurship is in broader sense, and how one can benefit from it for the start.
Role and tasks of the volunteer:

· The volunteer will participate in a national/regional survey to assess how youth entrepreneurship and creativity are encouraged by the government and by NGOs (it includes: study tour in the regions, visits of projects, of NGO, literature review and interviews, drafting report). Technical assistance and support will be adequately provided to the volunteer in all aspects of the survey.
·The volunteer will help ICCD staff to organize on-site trainings for civil society members on how to adapt the methodology for fostering youth entrepreneurship and creativity to the specific Moldovan needs.
·The volunteer will help ICCD staff to organize internet consultations or virtual “meetings on the same subjects to develop new learning methodologies.
·The volunteer will help disseminate the final methodology with participating in the drafting of publications, articles, conferences, and updating websites.
·In more general activities, the volunteer will use his/her experience, background culture and creativity to help change youth opinion towards entrepreneurship, their opinion about being (or not being) active member of society, what the most impacts and changes their lives will be done.

On top of that,
ICCD needs support from the EVS volunteer on other ongoing initiatives, like the set-up of the National European Volunteer Center of Moldova.
Expected results

·The volunteer will broaden its knowledge, work experience and understanding of entrepreneurship and its realities of the ground
·Will have a better understanding of living realities of the youth in Moldova and Transnistria, especially in rural areas
·Will develop his/her organizing, planning, managing skills while helping to organize conferences and trainings
·Will gain project management skills by being associated to ever stages of the program realization
·Will develop his/her research skills (sociological quantitative and qualitative research) and drafting skills by helping with the national survey and subsequent publication
·Will develop his/her interpersonal skills while interacting with a wide range of actors from all backgrounds: government, NGO, youth organizations
·Will develop his/her computer skills by using all the available computer tools to spread information about the program

Location:

“Fostering Youth Entrepreneurship in Moldova” will be implemented in Moldova in the following sites: Tiraspol, Dubosary, Causeni, Rezina.

3. Rural Youth Development Program:

Theme of the project: RURAL DEVELOPMENT and YOUTH ACTIVITIES!

This EVS work placement implies regional activities for the volunteers: in Romania and in Ukraine as it is a regional program.
Context:
Moldova is the poorest country in Europe. The conflict with the Transnistria added to the socio-economic downfall of the country. Rural poverty is increasing and at the same time, more and more people, loosing urban jobs, move away from large towns and cities. By 2003, about 60% of Moldovans lived in rural areas. In this context the situation of the rural youth deserve particular attention. While in Moldova, the youth comprise 1/3 of the population, one of every two unemployed person is under the age of 24.
The rural youth is left without entrepreneurial role model, low skills development opportunities, few job prospects. Many rural youth are not exposed to a variety of self-development possibilities, often lacking diversity and activities that could prepare them for careers or involvement they may not have considered.
To this situation, one must add the negative impact of the conflict between Moldova and Transnistria. A culture of conflict has developed along the years, with stereotypes and prejudices from each side of the river, little cooperation and communication. The youth grow up in and witness this culture of distrust, unlawfulness and corruption, which by far does not encourage civic engagement into building cohesion in the community. It is important to work with the youth of this area to show them alternatives and a wider socio-cultural horizon.

Objectives:
Our objective is to develop strategies and projects to initiate and support rural youth development to try to remediate to poverty and conflict. This development of rural youth should be spurred in all domains: economic, social, cultural, civic… through innovative and participative activities that develop their economic opportunities, life skills, cultural horizons, willingness to act and to undertake responsibility, and their creativity.
We also see an opportunity, while developing local rural youth, to unite the young generation despite the conflict and overcome the stereotypes, communication problems and culture of conflict and injustice that exist in the whole area.
The activities of the program include:
Action 1: researching rural youth challenges and development strategies of a pilot or innovative nature, in selected small-sized rural areas in Moldova
Action 2: networking with selected rural territories of Romania and Ukraine in the youth field, in order to compare and pool best practices in developing rural youth participation to the community and life skills of rural youngsters
Action 3: the implementation and replication/adaptation of the most successful ideas and projects on both banks of the Dniestr (youth exchange…)
Role and tasks of the volunteer:

·The volunteer will participate in the local/regional survey in Moldova and Transnistria to find out what is done for and by the rural youth to stimulate their own personal development (study tour in the regions, interviews, visits of projects and NGOs, drafting a report…)
·The volunteer will help establish partnership in Romania and Ukraine to find out what are the best practices there in terms of rural youth development (pilot projects, innovative structures…)
·The volunteer will help organize and participate in all cross-border activities organize between the 3 regions: youth exchange, study tours, local survey…
·The volunteer will participate in the replication/adaptation of best practices found abroad to stimulate local youth: help create youth organization, organize trainings, meetings, consultations, leisure events, cultural events…
·The volunteer will be a promoter of the European values and help developing the rural youth with his/her own experience and ideas

On top of that, ICCD needs support from the EVS volunteer on other ongoing initiatives, like the set-up of the National European Volunteer Center of Moldova.
Expected results

·The volunteer will increase knowledge and experience of working with rural youth, will have a regional perspective on rural youth
·Will increase knowledge and understanding of the situation in rural Moldova and Transnistria
·Will stimulate the intercultural learning process between young people and volunteers
·Will gain self-confidence in interacting with people of different background
·Will develop work and life skills by organizing a variety of events to stimulate the youth
·Will develop research skills while helping with local and regional surveys
·Will develop drafting skills and communication skills

4. Activating Moldovan civil Society from the inside: Phase 2

Theme of the project: CITIZENSHIP and DEMOCRACY!
This EVS work placement implies to work with a large variety of NGOs and grassroots organization in Moldova and Transnistria to help develop and sustain synergy and cooperation between them, for a better development of local civil society.
Context:
ICCD
completed the first phase of the “Activating civil society from the inside” project in early 2009, in cooperation with USAID. This project consisted in improving the access to information in Transnistria by informing of the population, NGOs and other interested about the existing NGOs in the region, their capacities and activities.
The project was divided into 3 stages: (1) a background research (need assessment) that identified the people’s needs from the civil society side; (2) production and distribution among people of a brochure that contains the information about the active NGOs and their services/capacities, and the results of the research; (3) organized a roundtable meeting with NGOs where have been reported the results of the research and have been discussed about what could be done to improve the access to information, and presentation of the web site as a new resource center that include all collected information about civil society in the region.
Objectives:

The objectives of the Phase 2 of the project is to build on the results achieved in

phase 1 to develop new participative projects and synergy between different civil society organizations.
At the same time, as the results of the social research demonstrated a need for volunteers in Transnistria, a second objective of this project is to promote volunteerism among the youth in Moldova/Transnistria.


Role and tasks of the volunteer:

·To create a comprehensive computer-based/online database documenting the activities of civil society NGOs in Transnistria (and political organizations); technical help will be provided by ICCD, the EVS will be in charge of the content;
·To create of a permanent newsletter that will circulate between NGOs in Moldova and Transnistria.
·To promote partnership between grassroots organizations and to promote potential project partnerships.
·To work with mass media of Moldova to cast more light on the civil society of Moldova
·To update the resource website on civil society organizations in Moldova

On top of that, ICCD needs support from the EVS volunteer on other ongoing initiatives, like the set-up of the National European Volunteer Center of Moldova.

Expected results

·The volunteer will broaden its knowledge, work experience and understanding of civil society in Moldova
·Will develop communication and interpersonal skills from working with a wide range of partners
·Will develop computer skills by working with database and web site application
·Will gain project management skills by being associated to every stages of the program realization
·Will develop his/her writing and editing skills by being in charge of the publication of the newsletter

Location:

“Activating Moldovan civil society from the inside” will be implemented in Moldova in the following sites: Chisinau, Tiraspol, Kagul.
Practical arrangement:

Accommodation
During the first 2 weeks, all volunteers are to be accommodated in a recreation center in 2 rooms LaPopas (Dubossary region) with TV set and own bathroom.
After two weeks, all volunteers will be distributed in pairs to the 3 different communities. The volunteers will live either with host families or share a living
location together. The living location will meet decent living standards (private room, free access to kitchen and bathroom, current cold water with the

possibility of providing hot water at least one hour/day, functioning heating system, clean and secure location). ICCD in cooperation with each hosting community will make all efforts to find the best accommodation location for the volunteers. EVS volunteers in ICCD Programs Moldova

International Committee of Citizen Diplomacy (ICCD)
- Moldova is looking for young people, regardless of gender, religion, social or educational background, to participate in a nine months active non formal educational project and achieve intercultural learning experience in Moldova.

Different EVS job profiles
We have developed different volunteer “profiles” to adequately match the various range of experiences, talents and interests of EVS volunteers and the specific needs of local organizations.
ICCD propose you four different Programs where you can work, some of them leading you to live in cities and others in the countryside, in Moldova or in Transnistria, at your convenience.
We set it as a goal to always try to satisfy the needs and expectations of the EVS volunteers in terms of work placement!

ICCD HOST PROGRAMS: EVS JOB PROFILES
ICCD is managing a number of projects in different areas of cultural, social and economic development of Moldova and Transnistria.
To give you an idea of our work, these are ICCD projects that currently need EVS volunteers according to different “profiles”:
